Doe of the underworld
Anyone who knows even a little about the Armada's hierarchy will certify that there's one empress, commanding three grand-admirals, top of twelve admirals.
Anyone who will speak about a supposed 13th admiral would not only be mocked at, but may already be on Risea's list of the potential threat that has to be 'cleaned' to guarantee the secret of the 13th Fleet.
The Hidden Admiral has no seat in the Council and has no official support and can only count on herself and her crew but yet she's by far the most powerful and deadly of all of the admirals. Her role is quite simple : to insure the security of the Federation and the Alliance, no matter what the cost. To say she has the license to kill is far away from the reality. She has the unlimited powers to achieve her goals, though she usually just send the opponents on the Other Side, and to shorten their lives there when they try to swim in the thick and cold Styx...
Though she's devoted to her duty and will die for the cause, Risea is certainly the admiral that cherish the most all of the peaceful moment a life can offer, and is quite generous about her crew.
...Maybe she knows too well how fragile a life is and how easily it can be taken off...
Risea isn't just that naked doe that can be see here and there, and I really like her.
One way to piss her off is to try to look at her pantie. That's one hell of a ticket to the Other Side if you ever dare. Now, the question would be, why is her skirt so short then?... Man, Risea is a mysterious admiral.

I really like the image, especially since it shows that those that eat moss and bark can still bite, but I'm just kind of tired of people drawing women of such repectable positions dressing like women of "unrespectable" positions. Power, strength of mind and body, and confidence by themselves are sexy enough, no need to make subtractions to their wardrobe, so to speak. I myself admit to have been guilty of this in the past, so I'm not going to pretend otherwise ( I AM a young man after all), but I do think women (and especially men, ESPECIALLY) look better wearing something than without. Didn't mean to rant, sorry. But once again, looks great!
Respectable position? Her grade isn't official, and she's the subject of many mockery such as "a 13th admiral? you mean, like the third leg of a duck?"
She has no support nor she has a seat in the Council of the admirals, and only a very few know the secret.
Her suit is a reminder of all the hazings a woman can have during her military formation. Dare to make a word on her short skirt and you'll be MIA, that's as simple and yes, she's authorized to do so. In a way, she tests the integrity of the crew and it helps her to keep the elites and only the elites who are devoted to their missions and not to fuss about the color of her pantie.

If it proves a point that you're trying to make, then more power to you, and my apologies. But please, don't mock that proverbial third leg, so to speak; that's the one GameMaster's love to spring on as a curse to players who have stepped out of line. Plus, said legs are usually possessed, bringing even more fun to the GameMaster as his players deal with the situation. Ah, RolePlaying Games, the closest I can have to actually taking over the world.
Not that I would actually do that. Maybe. :P

I love the colors of her uniform. It's like the black and white represent the balance of her "not existing" yet still being there, and of seeking peace yet doing so through force, and the pinstripe of red is like the trail of blood that lies at the heart of her role "in" the armada. Great work.
