Yes it was in the 1980's it was Supercade they cartoons of q-Bert, space ace, donkey kong, and Frogger. During the show Frogger who have to dadge objects like barrels or anvils. He would get flatten and then Fanny would run up with a bicycle pump and reflate him. It was one of the goofier shows
