One is a watch, the other an accompanying bracelet.
The bracelet acts both as a limiter so their magic is non-lethal; and as a locator, in case they get lost or someone tries to kidnap them. It cannot be easily removed, nor jammed - since it is magic and not tech.

Oohh a limiter, that makes sense considering magic school. Was trying to figure out why it would be apart of the uniform. Only thing in my head due to all the manga/anime/etc over the years was like the watch/bracelet were like a communication device for chatting or like a visual gauge for students to understand how much mana they had left.
