I can't find exactly what you're referencing (seems any direct links to interviews are lost to obscurity) but his color pattern and his beak are on par with the red-throated caracara which is a species in the falcon family.
This seems to be a divisive issue, just a little googling shows that there is disagreement within the gaming fandom about whether he's a falcon or a pheasant, though some proponents of the latter seem to be mocking him a bit lol
