finally got this done after so long, and it's a reference for surge's godly outfit, same as giausars. i shoulda done a background for giausar as well, but oh well
the lore behind surge and giausar is that they're both gods of karma, but they have only really been in 'existence' ever since beings gained a semblance of sentience and could think for their actions on earth. they're located in the northern parts of the world, but nowhere really specific. the two of them both tend to the good and evil types of karma, and what to do with the bigger outliers, while the 'winds of change' handle everybody else, so that they're not constantly swamped with needing to do stuff.
surge handles good karma, while giausar handles bad karma (i also refer to them as sakarma and vikarma respectively for good and bad karma, from hinduism). the two don't have any real 'godly' powers, and are more like folk-lore for most people, except the village (seen in the art above) being people that surge and giausar personally see over. at most they have 'wind-like' powers from the winds of change, which isn't specifically sight based, but it's accuracy is decreased over large distances. their powers are passive as the winds of change will always be active while the people of the planet are alive and well, and still being sentient enough to be affected by karma.
their outfits that they wear are worn all the time, not seen in other outfits, as they wear these for visiting the villages, people and others seeing them. as mentioned previously, they're seen as folk-lore creatures, only being seen at night or in rural areas, never visiting cities unless they have to, in which case they make sure it's not suspicious at all.
there's a lot to write out (and more to write down hahahah) but this is the gist of it all
