Refsheets are totally irrelevant to this raffle. You do NOT need one for it.

the winners can get their own personal adoption. it means they can create or get a new oc for themselves.

you can see that some people get a chance to make a costume adoption if someone else already pay the one adoption they wanted. now in this the winner get a costume adoption for free.

uhmm not really, you can create your oc with this refsheet. For example i saw a nice cobra naga that got bought the next day. Then extendedpigeonleg gave me the chance to get my own adoption. I told them about a idea of a renamon naga with a colour palette they used before. I haven´t any artwork before so only the imagination and description help them to create the custome refsheet. this is here the same, people tell them a idea they have and pigeon create with this idea + description the refsheet

You do realise that it could had been that there were more people who entered who had at least one ref sheet than those who had none at all, that the odds of there being all of them being those who had one being more likely than not?

If the winners have ref sheets of their current OCs then woopie! Maybe they entered this raffle for a ref of an OC they have yet to be drawn like a story character or something.
