Yes, that is a dragon's foot painted up to look like a Saturn V rocket to act as the KSP's launch vehicle.
If you have a better name than "United Worlds Union" to fit the acronym let me know, but then again it's pretty appropriately dumb.
Also if you don't think the character is Koboldy enough let me know in what way.
