This was an... interesting build. My primary motive was to make a counts-as jump pack biomancer librarian for a Traitor take on my usual Salamanders list, and in the end I made this.
I knew for certain that I wanted to emphasize the whole "dragon warrior" theme by incorporating some suitable wings, which I got from cannibalizing a Tyranid Gargoyle kit and mounting them on a spare Mk III power pack, while also using one of the now-out-of-print Mk III Salamanders torso pieces. Conveniently I was also working on converting a jump assault command squad out of some Chaos Raptors, which is where I sourced the legs from.
The head and tail were more afterthoughts that came about from re-reading the biomancy psychic powers, much of it from the flavour text of being able to eschew weapons in favour of going full Armstrong on the enemy. Given the precedent I already set for myself, the idea that this librarian was so far down the rabbit hole that he really let himself go with the motif took hold. As such, I scavenged a spare saurus warrior head with its crest trimmed down into a pair of horns for the task. His neck was more or less made out of Green Stuff with a wire support inside for reinforcement, especially since I wanted the head to stand apart from the collar of the torso piece instead of just sitting in position. The tail on the other hand was cannibalized from an unbuilt kroxigor kit and worked in with wire support and more Green Stuff.
As is, this librarian is equipped with a jump pack, volkite charger, force axe, and psychic hood for a grand total of 152pts.

Unit type: Infantry (Character, Psyker)
Wargear: Bolt Pistol, Volkite Charger, Master-Crafted Force Axe, Artificer Armour, Refractor Shield, Frag Grenades, Krak Grenades, Legion Warhawk Jump Pack
Special rules: Legiones Astartes (Salamanders), Independent Character, Legiones Consularis (Librarian - Biomancy), Relentless
Visually unremarkable stat-wise for a legion centurion consul, but that's only until you look into what he can do. Biomancy allows him to forego shooting to buff up himself, a unit he's attached to, or a nearby unit with +1 Strength until the end of the turn (with an additional +1 Toughness on a successful Psychic test). Pretty good on a WS5 squad nominally equipped with Lightning Claws, let alone a praetor that's now swinging a thunder hammer at S10. In addition, a further Psychic test in the Fight Phase also allows the biomancer to eschew their normal weapons to instead punch things at S10 AP4, with a 4+ wound chance of either gaining an additional d3 to armour penetration rolls or becoming AP2 vs anything that isn't a vehicle. If instead of punching a vehicle into a wreck I want to make it explode however, that AP2 force axe is boosted to S6 from earlier and doubles its strength on yet another Psychic test. I may be striking last, but that doesn't matter against a unit that can't strike back in melee.
Last but not least, the praetor he's hanging out with has a legion-specific warlord trait that grants himself and any unit he joins +1 to wound with flame and volkite weapons, which at S5 means he's wounding marines on a 2+ with it should he opt to shoot.
