Remembering my idea for a herbal toxin that would induce a calming and euphoric effect and for this as a follow up to the previous picture, I imagine this being shortly afterwards with Genn still being a little sleepy and calm, so offering no resistance as he's tied to the chair.
The blood elf ladies might be mostly checking to be sure that his wounds were healed and he isn't in too much pain and also that he's still docile, or at least that will be their official reasons, even if they're enjoying the chance of petting a Worgen and might be rubbing his belly and chin some more, scratching him behind the ears and just generally tickling him.
