Is Halo known to be the only Felkin who wears a gold horn bracelet? Could be some other Felkin's, or even a complete forgery.
Perhaps the ruins on the horn bracelet could be an equivalent of an ID badge.
But it seems that this collection point doesn't have a way to check, otherwise they would've paid out.

Of course we could be arguing the wrong problem.
Yes they could and already have identified the nut juice as Halo. But the ones who are to deal out the punishment for whatever Halo's bounty need a living body to carry out the punishment on. After all, Halo might have only been sentenced to community service, or jail time, but not an execution, so this might have been an excessive punishment. And even if Halo was sentenced for a churning into spunk, that's the job of the state to handle, not individuals.

Indeed, but I think that Halo, as a felkin, is considered as a Monster. Following that, typical Monster hunter, he is considered dangerous, and therefore must be dealt with. Plus, if the bounty doesn't specify that he is wanted alive, bounty hunters will bring their targets dead, as a dead individual is easier and saffer to carry. The only case bounty hunters bothered to bring their target alive, it was when there was a bonus if the target was alive. Back in the American civil War, bounty could be twiced for the target to be brought alive. Since here it isn't specify, well, he didn't bother. Halo is certainly easier to carry as nutt cream than alive !
Typically I'd say yes, but take another look at the protogen's balls. Never changed size. They clearly have more than just fast churning cum. They have some hyperbolic balls being able to fit something thousands of times bigger then their testicles in them.
That's all that was needed. Suck them down, travel to collection point, pop out the head of a still living Halo, confirm identity, suck them back down, collect reward, then churn them.
If these are enhancements, then this bounty hunter either got an extra (a fast churn to go along with hammer-space balls and a fast feeding cock), or neglected to get a way to control how fast they churn a cock snack.

I'm doubtful on how much trouble Halo could've caused, given how little the balls changed.

But they do infact inflate by about 4-5 times their initial volume, and at one point do show a bulge of something being inserted.
Regardless, that is still a substantial reduction in volume given the fact that the felkin was 3-4 times the size of the protogen.
Don't think Halo could've given the bounty hunter much of an issue when the size of two large grapefruits, regardless if solid or as cum.
