New OC, and new supervillain! Meet Octavia Decibel, alias 'Cadenza', a modern day Pied Piper style supervillain with a very entrancing flute that she uses to "charm" others that listen to her and her music. But hypnotic influences isn't all she can do! She can also create soundwave based attacks and other effects on her foes when she feels that she needs to. Here, she ensnared poor Aela who now decides to be her music loving "muse" as her first minion with an instrument of her own! I hope to do more with Octavia in the future if I can develop her well.
