Jeffrey is the son of Ikari and Katherine. Given his nature as being a hybrid, he has his father's strength and his mother's caring, hence why we never see him rage unreasonably. However, that doesn't mean he doesn't have their powers. He had a perfect combination of his father's beast's instinct and his mother's chaos energy usage.
