Honestly, the whole story. Heck, the general game play for Sonic the Hedgehog '06 was a train wreck. There were a whole lot that needed to be ironed out, but unfortunately. I guess Sega International was pressured, and had to make their set deadline. Even if they haven't fully flushed out the game as a whole.
But this is a pretty good toy model none the less.
