To me it looks like the dragon is shocked at what he's reading and wants to ask questions regarding it.

Individual stations cannot regulate what arrives on the trains, only what is permitted to board and disembark from them in that vicinity. Unless nemitz tries to get off the train mit remains the train and other passengers' problem.
