Yup. Head nomming is actually a fairly common way for Pokemon to show their love (other examples from the anime: Victreebel, Snubbull, Totodile, Mawile, Carnivine, Turtwig, Gible, Mareanie, Cramorant, etc.).
Gotta' ween them off of it before they start to "love you more". You know, unless that was part of the plan to begin with.
