No no, this is not a problem with your skills - it's a problem with Ms Paint.
What I'd do is saving the picture as a BMP in paint, then downloading something like Irfanview (http://www.irfanview.com/), opening the BMP there and saving it as a JPG with minimal compressions. The results are much better. ^^
You should try it.
