"My friends, this is a momentous day. Though you have all come to me for your own reasons, we are united in purpose: To topple the corruption that rests at the heart of our fair Oplentis. And to serve that purpose, you must be tough enough to stand up to the scions of the noble mages, and their hired goons."
Standing in front of the small crowd in his warehouse compound, all fresh-faced recruits brought in from the slums. People that the wealthy of Oplentis would consider the dregs of society, but Volpes knew better. These people were the true, beating heart of the city. And to them, he would be their guiding hope, even if that required some chemical assistance.
As he continued his speech, he removed his robe to reveal the results of his alchemical experiments: The statuesque physique that had become the signature of his organization and all of its members. A trademark inspiring awe and envy in equal measure, both enticing many to his cause and striking fear into those who would abuse their power.
"I'm here today to inform you that the rumors are true. Though my Titan Syndicate is well-trained, the secret to our success is the potion in your hands. Drink it, and you will be one of us. You will have the body of a titan, strong enough to stand against our oppressors."
The crowd did not need to be told twice. As their bodies grew, so to did their newfound loyalty to Master Volpes. And once Azurium trained them in the use of their newfound muscle, they would become worthy enforcers for the Titan Syndicate.
What can I say? I have a thing for unbelievably muscular and hot masterminds. And when I saw
Marsel-Defender offering this pose for a YCH, I knew Volpes had to show off that body of his.

That's good to hear!
Well since Enigma is getting everything about the Titan Syndicate from Volpes.
I kinda hope that something like this is told to Volpes/Victor at the end.
Fair warning I'm about to mostly rant so I'm sorry.
"The main reason why you failed and caught my attention was because of Edmund, Azurium and yourself. When Edmund came to the Magistrum to hone his magic and planning to ask me to take the case of his father abandoning him as a child after you turned him into a Titan. I took the case.
Despite the fact that you knew that he was a single parent Azurium spent his time either:
1) Following your orders
2) Doing his job
3) Living and training with you and your Titan family
4) Partying with others including celebrations, and public events you introduced
When he should've been raising Edmund who was sick for basically all his childhood and needed his father.
You said you viewed all your Titans as your children well thanks to Azurium's neglect & abandonment, and you focusing on the bigger picture. One of your own was abandoned by your own group despite the fact that he didn't do anything to you or your syndicate. So long as your work continued.
Plus the friends and loved ones of the people you turned into Titans helped me hone in on who caused the changes. So you see having your Titans instantaneous loyalty through your your means, having them live in your base, and seen around your shop worked against you. Because of the fact that you caused hurt and worry to those closest to them."
