Zoreta is Calafin's little sister.
This is a gift for her 18th birthday.

When you are a Queen, you need to wait until you are an adult to finally get on the throne. The hamsters knew about it and only brought the gift now.

Naketa is a bit surprised by the hamsters carrying the tiare, although Calafin seems... used to that sort of thing.
