Hew would be trying his best not to hurt her but restrain her firmly. Even after her slashing at his face he would just be trying to get through to her, "We're not here to hurt you, you're safe now." And Anji almost second guessing Hews decision.
This has a fairly big backstory but to summarize it: Noir is rescued from underground labs in which she lived. Out of the 10 floors she was on the 7th and Hew does a rescue mission with his team. They go no further than the 7th floor after what they seen and Noir was the last to be brought out. Hew carried her to the surface and when she sees doctor Anji she panic.
