I'm going to have to do a tutorial XD This seems to be my most requested technique.
Basically, flat shade the colour underneath (make sure it's saturated), then use the same colour on top of the line art with a very soft/low opacity brush until it looks right. Then if you want add a little white in the center of the glowyness (like on the glow stick and collar). Having a dark surrounding amplifies the effect.
