I intern at a library and I've seen this too, though not often as it isn't part of my active duties.
Although, in our crime/murder mystery/thriller section, since the section is massively popular at our location, we have a space in the center of the room where they put a table to house excesses of extra copies, rather than putting them away in reserve, which easily shows which books we have multiples available of, while also creating a more engaging display.
Just after fixing up the shelves' content, you can usually find at least 5-10 stacks with 3-5 books on the table (with 1-2 still on the shelf, even!), but usually it only lasts a day or two before every stack is down to one, if not completely gone.

Mood. One time when I was putting books back, I saw they had not only the table filled, but TWO overstuffed carts - albeit some slightly smaller ones - because a lot of people had brought their books in, and I forgot it was just after a school vacation week, so that was a big surprise to me early on in my internship. There were at least 150 books on the table and carts, and that's not even counting the dozen or so I was bringing in for the section! xD
Honestly, if I was in their position, I would've probably thought the ripped edge to be on purpose as a clue, and would've started looking for sections that relate to paper, like arts and crafts. Still not entirely convinced it wasn't on purpose, considering it looks like he's smirking in the car, despite his words, heh.
