I suspect Saida has already accepted she's stuck in Brand's body, what with that whole declaration of "We are a DRAGON!" against the forest guardian when Saida got worked up into trying to incinerate the guardian properly.
Brand wanted respect, but otherwise was anti-social, preferring to be left alone. The respect that comes from Saida's body seems to feel possibly unearned, and makes Brand feel awkward, but his good nature of actually enjoying helping people is pushing him towards donning the mask, which might possibly spurn his growth into a more complete person. (he's ALWAYS helped others, such as saving Saida when they were kids, or when he rescued Rokko from being killed that other time.)

If you want to create floods, that's when you dump big storms over an area. River floods can deposit rich silt to help fertilize the nearby flood plain. But when it comes to *soaking* the ground, best rain is a gentle drizzle that lasts many hours, even days. Saturate the soil with moisture and fill the potholes and bottomlands without outright flooding everything. Hard work, but the forest will come to life afterward in a way few of these little kodama could ever have dreamed of.
