The new colonies are experiencing an unprecedented time of peace and thus, there's little need for the military. That said, rebels and insurgents are bound to arise from time to time and as such, swift and decisive action by swift and decisive individuals is often the best approach.

This is a variant on Scouts design that features an armoured hide. He lacks heavy weaponry as his role, most often, is to infiltrate and swiftly neutralise high value targets, though he may also be used to gather intel and hack enemy software.
