So a little quick history. In Ruto's original design, she didn't have those...fins?...on her chest. She was your basic harmless cartoon 'nude,' just like Bugs Bunny and Micky Mouse. By the time Nintendo made the 3D Remake for 3DS, they realized that people lewded Ruto, and so they added the fins to make it look like she was wearing a dress. So by that 'reasoning', Ruto's nipples are protruding here, but still 'covered,' so it qualifies as a 'General' rating pic.
