You can try headpats. Read the body language though if the eyes go wide and the wings raise to a threat position it's not working.

Owls typically don't use beak to kill. That's what the talons are for. Though some larger owls that hunt larger prey do seem to often use beak to behead prey to make sure it's dead before giving it to owlets or so.

As for Thieu the aspect of talons being his main melee weapon hods true, though he prefers to deal with targets at range. The beak can kill though if the talons are unavailable.

As for what would motivate him to kill? Given he is in law enforcement, there's a number of things you can do to earn an execution from him. But if you want simple unrestrained violence you'll need to put him a situation where it's him or you, or you or an innocent bystander.
