Its especially appropriate for SatAM "Julian" Robotnik, because he does already rule the world.
So, if anybody would know that "the world is not enough", it would be the guy who rules the world, but his species is (apparently? Remember, this cartoon is before Sonic Adventure AND certain developments in the Archie Comics) extinct and he has no women, only his nephew, all while he has to defend his empire from constant terrorist attacks from the animals who basically have every reason in the universe to want him dead AND who have their attacks spear-headed by a blue hedgehog that can turn himself into a flying circular saw and break the sound barrier. And I thought MY mondays were bad!
