HE decided to go with more of a Hisuian variant for the Sinnoh one since I thought it'd be interesting to tie it into Ainu mythology. (like with the other regional forms/evos from Legends). The inspiration behind this one is the Japanese water wagtail, which apparently plays a big role in the creation myths of Ainu legends where it's said to have separated land from water by beating its tail feathers.
