The Unovan one, He had this idea to link it to the Pidove line (since they're both quite similar with their pigeon inspirations), so he envisioned it as a Ghost/Flying ancestor to the modern day Pidove line that died out (which could also explain why the Pidgey line isn't found natively in Unova). The typing and design also allude to the passenger pigeon, which was hunted to extinction in America, and is also said to be the embodiment of dead souls in some native american tribes.
