Yep, Sephiecat and ZombieD are right. That's Scorpan, who worked for the big badie in the original 1984 MLP pilot "Escape from Midnight Castle".
Its great that you put him with the modern version of Spike, ‘cause Scorpan's sidekick was the original Spike, an orphaned little pink baby dragon with much the same character design, Scorpan treated his Spike like a younger brother or adopted son.
Scorpan was in charge of of the raiding parties which were kidnapping ponies.
Scorpan's restraint was kind of admirable, going out of his way to avoid collateral damage to neutral parties and after saving the obligatory human visitor from a nasty fall, tried to warn her off. "Leave this place, this battle is not yours."
The true villain was Tierak, monstrous master of Midnight Castle. Imagine a centaur built on a bull's frame instead of a horse's body. This dark sorcerer used an artifact called the Rainbow of Darkness to warp twist and mutate local plants ponies & animals into monstrous minions.
Tierak's scheme might sound familiar to viewers of the 2011 series. He wanted to bring about everlasting darkness. Gotta admit, he had the most succinct would-ending spell ever:
"The Rainbow of Darkness that Darkness sends, now begin the Night That Never Ends!"
Unfortuately for ol' Tierak, he violated the First Rule of Japanese Animation - "Never abuse the hired help". Impatiant with Scorpan's progress, Tierak threatened to decapitate Spike.
Imagine if someone tried to compel Twilight Sparkle's obedience by promising to make her Spike a head shorter.
What would she do?
Right.
So Scorpan turned on Tierak, freed the little ponies and helped everyone fight the evil overlord.
Remember the rainbow beam that clensed Nightmare Moon? When it was done with Tierak, there wasn't enough left of the big baddie to fill an ashtray.
So thanx for providing that pic of Scorpan, I havent seen his visage in twenty-seven years. Can’t believe how much memories are cascading into my head.
