The Minis and Shortstacks are different.
Minis are just smaller and simpler versions of an existing characters.
Just like Chibis.
While what I identify as a shortstack is that they have to be someone that's under the average height of a person.
Which I believe is 5ft.
If a Mini is suppose to have the height that's under 5ft, then they are also considered to be a shortstack.
If they're above 5ft, then they aren't a shortstack.
That's I how I see it at least.
