Page 10 of "Sins of the Fathers"
Carmelita Fox doubles down on her assessment that Pablo del Lobo was nothing but a crime boss and drug lord, even as her adversary implies that the late Mr. del Lobo's territory fell into much nastier and corrupt hands after Interpol turned their attention elsewhere. Her opponent, however, shoots back that she -- someone who brainwashed a guy who took a bullet for her -- has little room to preach morality, let alone claim moral high ground. And maybe that accusation strikes a deeper chord than Carmelita wants to admit. It depends on whether her pride will allow for that kind of self-reflection.
Meanwhile, her mysterious adversary walks closer to his side of the wall of fire that separates them, letting the firelight play across his body so Carmelita can get a better look at the lupine figure who's clearly keen on making himself her new arch-enemy and self-appointed agent of karmic judgement...
CREATOR'S NOTES:
Sorry about the delay. Among other reasons, my real-life job (MOT flagging, incidentally) has been brutal to the point of unfairness, and I may have to take some more time away from the keyboard to put focused effort into finding employment somewhere that doesn't assign daily work somewhere that's two hours away, which leads to having to leave the job office at 4 AM in the morning.

This happens after Sly Cooper: Thieves in Time. Sly remains MIA.
No, Cerberus is referring to the way Carmelita tried to take advantage of Sly's supposed amnesia to convince him that he was her law-abiding cop partner, "Constable" Cooper. Sure, Sly faked said amnesia and went back to thieving to get Bentley's time machine up and running without being truthful to Carmelita, but SHE'S kind of at fault, too -- attempting brainwashing of someone who took a bullet for you is a definite dick move.

It's interesting that you say that. As it happens, Pablo Del Lobo DID have a wife and kid. Officially, they were put into a witness protection program and given new identities for their own sake.
Thing is, there was never any testimony from Mrs. Del Lobo. And efforts to track down either her or Pablo's son, Ramon del Lobo, keep running into a maze of bureaucracy, dead ends, and a peculiar absense of information.
It's as if those in charge of the matter had a vested interest in making sure no one ever found out what became of Pablo's family...and, indeed, those whom Pablo's supporters would have likely rallied around as heir to his operations.

Yeah, but Miguel and several of the best Interpol officers took down and defeated the entire Los Diablos cartel.
Somehow, Ramon Del Lobo has figured out the truth about his father's fate, and went out to find Miguel, but all he would find is that Miguel was killed in action by a Mexican smuggling ring that he was investigating and building a case against it to bring them all down entirely, but they caught onto him before he had a chance and had eliminated him already.
Days later, Ramon had learned that Miguel has a wife and daughter, and that daughter of his was Carmelita Montoya Fox, and Miguel's wife and Carmelita's mother passed away in grief since news of Miguel's death reached her.
