I fully imagine the Zipper Doll only going to parties or public events or whatever just to find someone to pull aside in a private room or area just to mess with them or dominate them however she wants. Also if the hat looks weird it's because the quest 2 makes it hard to actually put the hats on with the fact the quest camera only track the controllers when they're infront of it.

The birthday world shown here is called "Birthday Celebration" and it's got some pretty good stuff to it.
