Y'know, it strikes me, and many other people since then, that the Gym Leader doing this is highly against the rules (A Gym Leader cannot turn down a challenger, and if caught, will PROBABLY mean their license.
Erika only got away with it because it was her assistants doing it supposedly (note we don't see ANY of them in her return - they likely got canned). :P Just sayin'.
