Happosai is dirty old man that's like a demented gnome in my opinion, he goes around stealing bras, panties and feeling up women and girls. Jiraiya is a self professed "super-pervert' who is a ardent peeping tom of the highest order (many of his ninjutsu involved peeping in some form) that writes a smutty novel series called Icha Icha paradise based heavily off of his 'research' which is his peeping.
