Maybe some aren't creative minds that can whip out such designs on their own, not to mention that they might not have any artistic skills to visualize their concepts in the first place.
So for those, that is a work around for them - Sure, it may be not 100% what they are looking for in the first place, but it's a rather cheap way to get onto characters without bigger problems.

I have plenty of characters I've created myself (over 200+) but I still like to adopt other creations as well as make adoptables to sell too. Adoptables aren't for everyone, but sometimes you see a character and think to yourself "I wish I had thought of that one!" or you have a great idea for one. C: Ain't nothing wrong with making your own characters yourself though~
