Believe it or not, the S.A. handbook actually has an entire chapter on what to do if you encounter or are captured by scientists who want to study you. The long and short of it is that agents like Verity are vetting the scientists at the same time they are studying the agent. If it seems like they've got decent intentions or a strong ethical founding, you are encouraged to cooperate with them. If not... Well, then it's pretty much up to the agent how they want to deal with things.

Experiment Log: "Subject was placed inside the test chamber with Ciel the Robot-Rat. Subject was encouraged to keep cloning herself while Ciel was instructed to keep swallowing the clones. Objective: Determine the maximum number of clones she can create all at once."

Verity's personal journal: "First I pressed myself up against the glass and made faces at the researcher. Then I created enough Verity clones to fill the entire chamber and break the glass... Which, surprisingly, was not enough to also fill Ciel, so I'll probably let him keep some of the clones he ate so I can keep in touch with him. Why not? They'll just poof and return back to the rest of me if he digests or plays too rough with them anyway."
