I have one. All you need to do is poor water (or sometimes a bottle of fragrance oil) into the bowl. Plug it in and it'll start making a little water ripple underneath that lid. Eventually, it'll start to "fog".

Be careful, as it will make the area around it wet. So don't put it near electronic equipment. Also, if you use fragrance with color, it'll stain the wall and the stand it's sitting on.

Oh yeah, it's called a "Misting Fountain"
