I have wanted to get a picture of Yrsa on a boat for several months since sailing is an integral part of Viking culture, and she is a wanderer. The idea behind her character is that she is a vǫlva who has seen the fate woven for her by the Nornir, which spurred her to set out from her home and explore the world in search of the man she was destined to meet. So this is her sailing across the North Sea, most likely, probably on the ship of a raider who's agreed to take her with him.
The ship is hit by a storm and is being rocked by the waves; you can see that the horizon is tilted in the background, meaning the ship is being thrown to one side by the sea, causing everyone to stumble and fall, but the camera perspective is fixed on her, so that she still appears upright and perfectly still. (I shit you not, this is actually often called SnorriCam, after Einar and Eiður Snorri, you can see some examples here: https://www.youtube.com/watch?v=_l8hnVvF-vs. I think Kirena captured the feeling of vertigo very well.) It evokes a feeling of disconnection from the events around her, since she is a powerful sorceress, and an intimidating sense of calm in the face of mortal peril. Basically the intention is to establish the feeling that she's not someone to be trifled with.
As for why it's storming, and why she's so calm, I think that's open for interpretation, the piece is open-ended as to when it takes place and why.
