I'm not sure if I fully understand; you only keep the character if you win, otherwise you need a special scroll to purchase the rights to use one? Is that right? I'm not fully sure. I went to the site post for it, but the info was the same.
I don't have a shiji yet/am not a member of the site; just a long time fan since the first ones were made. I think the event sounds like a lovely idea with the theme.

Basically it's "Make your own". You submit your design to the website then and if you win, your design will be made official. If you wouldn't win, you can save up Bi (our currency) for a MYO scroll, which you can use to make your design official.
Especially with FTOs we are very lenient though, so if you have time, I would definitely be happy to see an entry <3
