The art style is pastel and pleasing to look at like a watercolour painting. And the dragoness herself looks like she's having a lot of fun. The crystals are a good way to show that she wields the powers of ice rather than fire[dragon colours can sometimes be deceptive].
Not to mention that the crystals themselves are creating a gorgeous reflection effect on the water. Not every artist would include that, well done!
In addition, not only does she look attractive but the pose is interesting and relatively dynamic like she's about to get into the water. And has noticed the view of filming her with an implied camera or at the very least watching her and not minding it.
Her tail swinging over to the brushes near the viewer's position is a good way of illustrating her size relative to how large she appears to the viewer in question.
I also like the commissioner's characters and tastes, but this artwork still stands apart from that. I will admit that dragonesses are my favourite species to see as macros and in general, so her species may be biasing my opinion.
