Wait... Orre?
Uh oh...
I mean, seeing as there's no humans around there's no chance of cypher being around, and that in turn means there's probably not a Shadow Pokemon plot going on unless this is a "future of PokEarth" theory PMD style setting. But Orre's mostly wastelands and desert, there's one natural oasis in Agate Village and an artificial one in Phenac City.
Side note, Hoenn may have a lot of water but it's also actually quite friendly to fire types. The entire upper-left quarter of the map (which would actually be the northeast corner even though it's northwest in game, due to the fact that Hoenn is rotated 90 degrees to the left compared to its geographical inspiration, Kyushu) surrounds Mt. Chimney.

Can't comment on the first for spoiler reasons.
As for hoenn being good for fire types. While Orre ain't much better, hoenn's desert area, and volcano aren't too welcoming.
Orre meanwhile has notable locations in it that are far more diverse I believe. At the very least it makes better use of land marks.
