Okay, since you decided to go this way.
1. Why would sniper do a recon with full gear and uniform on? Absolutely not suspicious.
2. Why would sniper sit like this in full view annoucing their presence hours before target arrives?
3. Why would sniper sit like this in full view and in one of the very worst positions to shoot (especially heavy weapon) if the shot is coming soon?
4. Why would sniper chill after the shot like this? Either stay hidden or move out.
Yes, there is no scenario where this pic makes sense.

Yes, there is no scenario where this pic makes sense.
1. Full gear and uniform could have been suited up at the site (since it seems like a possible hotel room) They're rather obviously still casing the spot, but primed for when the target arrives. We don't see the rest of the room to help there.
2. This could also be the last few moments, she could have been in the room for the majority of the time, and only now, in the last few moments, getting into position preparing. Also, being up high with no nearby angles is rarely announcing to the possible target. With how close her focus seems to be near the window line, the target may be being expected at a distant corner, requiring the positioning. Also, even if random civilian number 27 sees her, but is totally unaffiliated with the target or their allies... what then? "Today, we have an eyewitness who claims to have seen a sniper... in nondescript dark clothing and...uhhh... " A risk, yes, but with reliable escape plans in place, one that could be mitigated.
3. It's actually rather amazing how things in plain sight can be overlooked, especially when not expected, nor bringing attention to themselves. Playing the *unexpected* is a particular skill. With the way the gun is resting, it seems primed in the general zone, before acquisition and engagement... being held *as if prepared, but still patiently waiting.*
4. This is rather obviously *before* the shot, as yes, lingering makes little sense. A Sniper's role is to hit by ambush and then fade, a lethal suckerpunch that can't be locked down, and confusion/distraction is the greatest asset. Usually, retreat or repositioning is preferred to just being hidden, as once alerted, hiding becomes infinitely more complicated. Also no real signs of having been fired currently.
Also, if we consider the possibility of it being sunrise rather than sunset, then her uniform could also make sense as being a method to sneak into an unoccupied room under cover of night, plus her having wings also slightly lends some credence to this thought. Another interesting thought is also the wing angle in general, which could be a quick escape asset too...
