This is an obscure reference.
In the "Fire Sale" episode of the "Super Mario World" cartoon there was a blowfish called a "Porcupinefish" (a.k.a. Porcupuffer from the game) which had a paralyzing sting. Mario, Luigi and Princess Toadstool (Peach) were all stung, turned blue and were unable to move until it wore off.
Here, Jake Roolan was trying to take down Power Pirate, when the Macaw supervillain suddenly copied the powers of one of these fish (who is off-panel somewhere.) Spines grew out of Power Pirate and stung Jake, leaving the usually bouncy roo frozen in place like a statue.
Power Pirate is larger than he is in canon. Maybe he ate a growth mushroom?
