So this's my method for animation on the grad film, it's not perfect, but I much prefer it to the vector based frame-by-frame animation you get in Toon Boom or Flash, plus it's completely free software.
I use other programs for trace, colour, and composition, but if you're willing to research I'm sure GIMP and MonkeyJam can handle these too.
