Good to see another of the Disney dogs making it to the list, and remembering from the movie that Wylie had a broken spirit and become lost to drink before Fievel rekindled his hope, this could perhaps be a part of his training Tiger given that a sheriff might expect to be tied up from time to time. Though maybe Wylie considers that there was a little too much thoroughness with the use of the rope to gag him, though maybe a little thankful it wasn't his bandana being used for the job.
