The phylactery doesn't actually have to be on the body itself, and the body is typically (mostly) the one the lich had in their pre-undead life. Sticking the phylactery in a golem would only help with protecting it, but the lich doesn't get to use the body. If you wanted to do that you'd be better off figuring out how to put your soul directly into the golem.
Honestly, this is actually a pretty good form if you don't mind being an animated corpse. Immortal, nearly indestructible, and even if your body does get destroyed you'll be back up in a few days thanks to your phylactery. Not only that, but you get awesome magic powers.
