So this was based on Sachasketchy's "rarer candy" concept in the sense that a person can take a candy to turn into a pokemon, then a different candy to turn back whenever they want.
I have to imagine the hospital had a strict rule on people made of pure electricity not being able to enter for the safety of the patients.
