They don't actually move. They're spaced in the head in such a way that it looks like they are focussed on you. Kind of like how the Mona Lisa's smile seems to follow you. To avoid this creepy effect in photographs it's generally a good idea not to look directly into the lens of the camera should your two dimensional dopleganger be forever staring hauntingly at everyone. It has to do mostly with sinking the eyes into the head. Kind of like how you can take three sides of a box that converge on a corner and portion the angles such that the corner looks like it's coming out at you when really it's sunken away from you.
