for Kat it's a must. Amanda can change size, ranging from several inches up to 100 feet, while Kat's always 5'7 barring some scientific happening. ;)
Also, Amanda has a habit of playing with, and eating or some other combination, people smaller than her. So this is Kat's way of guarantying their relationship lasts past dinner. :D
though it is a useful tool and a fun toy, would you want the control collar for someone else, or maybe yourself?

As far as explanations go, there's a few easy standard ones.
First off, you can go for the scientific, Anthro's aren't normal. Explanation. Basically, if your anthro exists in a mixed world with humans, etc. then the Anthro is most likely the result of something unnatural, like genetic manipulation. So, perhaps they have a strange genetic defect or weird gene that allows their body some incredible flexibility.
There's magic, which is a basic and pretty straightforward explanation, though fun. Especially if the character isn't exactly skilled with magic and is still learning, then they could tend to get stuck, or perhaps their spells have the opposite effect of what was intended.
Could also say it's an alien thing. In which case, for an alien, that might be normal.
Of course android or robot's another option, but, I know you like fluffy stuff and robots tend to not be. lol
So there's lot's of options really, or you could just not explain it and say, "Hey, just enjoy it." :D

And sure, we can get you one of the collars... they're incredibly expensive though since they're made with top-secret tech and custom designed. Working for an agency with government contracts and access to beyond state of the art technology definitely has it's advantages, and Kat's not afraid to abuse them. :D
