The traditional heirophant card deals with wisdom that comes from age, but also with tradition enforced to the point of oppressiveness. Some decks temper the character into a wise old figure, others are more honest about the damage that can be done by the status quo and the fact that those who enforce it rarely care about that damage. For the Jogauni, though, change is an essential part of their role on the planet--to keep the balance, patterns often have to change. So instead of a true heirophant, they have instead a Keeper--one who keeps the old ways, the traditions, who remembers what has gone before without forcing it on the present. He weighs freedom against restriction, light against darkness, and pulls what wisdom he can from all of them. Safekeeping need not be oppressive, unless one becomes too enamored of the past they're guarding.
